In response to the international financial crisis, the state has formulated and upgraded and revitalized the ten key industries such as equipment manufacturing. Obviously, from the perspective of alleviating enterprise difficulties and enhancing development stamina, the purpose of adjusting and revitalizing the equipment manufacturing industry has been achieved. From the perspective of the adjustment of industrial structure and the transformation of development methods advocated by the state, the “adjustment and revitalization” of the equipment manufacturing industry will continue.
Adjusting the structure is the main line. For the equipment manufacturing industry, 2010 is a relatively special year. On the one hand, it still needs to pay attention to the reality of the weak foundation of economic recovery. On the other hand, it must also take into account the role of piloting the development of the 12th Five-Year Plan.
Many authoritative departments in China have said that China's economy is showing a recovery trend, but the foundation for recovery is still weak. In the equipment manufacturing industry, the internal and external environment facing its development is still grim. In some areas, the equipment manufacturing industry structure is unreasonable, some overcapacity, and backward production capacity are difficult to eliminate. Zhang Xiangmu, director of the Equipment Industry Department of the Ministry of Industry and Information Technology, proposed the development of the equipment industry when he participated in the third session of the Second General Assembly of the China Machinery Industry Federation. Zhang Xiangmu said that the equipment industry must adhere to the new industrialization road, implement the strategy of adjustment and transformation, innovation and upgrading, and finally build a strong country in equipment manufacturing.
The simultaneous development of the real development problem and the long-term transformation problem seem to be a dilemma, but the essence points to the same goal. Duan Jiaxuan, an industry analyst at CIC Consulting, believes that the essence of the above issues is how to make the development of the equipment manufacturing industry sustainable. “If we want to develop sustainable, we must accelerate industrial restructuring and complete industrial upgrading in 2010.”
Zhang Xiangmu said that at present, to enlarge and strengthen the equipment manufacturing industry, it is necessary to urge it to further undertake several tasks: first, to put the development quality and efficiency in a prominent position, and second, to promote independent innovation as the central link in transforming the development mode. The third is to vigorously develop high-end technology and equipment, accelerate the elimination of backward technologies and processes, and the fourth is to cultivate and develop strategic emerging industries as an important measure to seize the commanding heights of international competition. The fifth is to strengthen technological transformation and promote the integration of informationization and industrialization.
The above tasks are not easy to implement. Take the development of high-end technology and equipment in the power industry as an example. In recent years, the State Grid Corporation has vigorously adopted domestically produced equipment in the process of building UHV power grids, making China's power equipment manufacturing enterprises develop rapidly in the fields of ultra-high voltage and ultra-high voltage technology. However, even so, compared with internationally renowned electric giants such as Siemens and ABB, domestic power equipment manufacturers still appear to be weak--the output value of domestic enterprises has exceeded 10 billion yuan, and the annual sales revenue of ABB has exceeded 10 billion. A quick way to develop high-end technology and equipment is to cultivate leading and key enterprises and improve industrial concentration. However, there is no domestic equipment manufacturing enterprise with such strong integration. Therefore, it still takes hard work to carry out the above tasks.
Difficulties to overcome The implementation of key industry adjustment and revitalization planning is a long-term task. What can I do now?
Mao Zhongwen, deputy secretary general of China Construction Machinery Industry Association, said in an interview that for enterprises, first of all, the construction and innovation of R&D platform should be strengthened. Market-oriented operation requires the improvement of the core competitiveness of enterprises. Among them, R&D and innovation capabilities are important indicators of core competitiveness. Strengthening the construction of R&D platform is the first investment focus. Second, large-scale machinery and complete sets of equipment should be developed through major engineering construction projects such as high-speed rail, hydropower and wind power. Third, strengthen the core technology development of basic components and functional components. Finally, strengthen the construction of export bases and strengthen technological transformation.
Basic research, including basic components, needs to be strengthened in particular. The basic component is actually the carrier of the core technology. If you can't make a breakthrough in the basic components, it means that you don't have the core technology. The basic components actually determine the level of development of the industry. Domestic power equipment often has a gap in reliability with foreign products because of the differences in the quality of the basic components.
For the country, the work in 2010 is to refine some of the previous plans.
