In order to further give play to the role of supporting and safeguarding the safety signage system for special labor protection products, the supervision and management of special labor protection products in the production sector was strengthened. From April to September 2013, the State Administration of Safety Supervision organized a special labor protection product safety mark management center to breathe. Labor protection products manufacturers have conducted special spot checks. The relevant information is hereby notified as follows:

First, the overall situation of a special spot check

The sample inspection focused on the representativeness of the product and spot-checked 67 production enterprises that obtained special safety protection products for safety signs in 14 provinces (cities) including Liaoning, Beijing, Hebei, Jiangsu, Shanghai, and Guangdong. A total of 357 batches were sampled. The filter-type anti-particle respirator, self-absorption filter gas mask and other respiratory labor protection products. In accordance with the different performance requirements of the product, a comprehensive inspection of the dust-proof and anti-virus performance of the spot-checked product was conducted. Focus on the self-absorption filter type particulate respirator filter efficiency, (total) leakage rate, inhalation resistance, exhalation resistance, air tightness and other 9 indicators of the valve, self-absorbing filter gas mask mask exhalation valve Eight indexes, such as airtightness and leakage rate, were tested on eight indicators, such as ventilation resistance and protection time of self-inhalation filter-type gas mask filter.

Second, spot checks found the main problems and deal with the situation

The sampling rate of the sampling product is generally higher and the quality control of the production enterprise is better. Of the 357 lots that were sampled, 344 were qualified, 13 were unqualified, and the pass rate was 96.4%. Among the 67 companies that sampled, 59 production conditions met the requirements for the management of safety signs for special labor protection articles. The safety performance and quality of the products were well controlled and met the requirements of national and industry standards. The qualification rate was 88.1%. The main problems found in this spot check are:

(1) The raw materials of some products failed. Some companies neglect quality management and do not strictly control raw materials, resulting in product safety performance that does not meet standard requirements. If the quality of the filter cotton used in some self-priming filter particulate respirator is not qualified, the product filtration efficiency and leakage rate will not meet the standard requirements.

(2) The structural design of some products is unreasonable. Some mask parts and exhalation valve pieces have poor adhesion and are not closely attached to the user's face, resulting in leakage of the product, air-tightness of the exhalation valve, and the like, which do not meet the standard requirements.

(3) The technological level of production enterprises varies greatly. There are certain gaps in technology equipment, staffing, process control, and management capabilities among different production enterprises. In particular, some small-scale production enterprises have low levels of technology, professionals have large mobility, and their technical level and capabilities are not stable enough. Some enterprise process control and production management are not strict enough, resulting in product performance is not stable enough, such as some anti-virus filter parts have problems such as lack of drug loading, poor filling uniformity, non-compact filling and other issues, resulting in the filter protection time does not meet the requirements .

The problems found in spot checks were revoked in accordance with the Regulations on the Supervision and Administration of Labor Protective Products (Order No. 1 of the State Administration of Safety Supervision) and the Implementation Regulations on the Safety Signs of Special Labor Protection Articles (No. 149 of the Safety Supervision Plan [2005]). The Shanghai-Shanghai Huxin New Business Development Corporation and other four companies’ safety sign certificates have revoked the safety signs of four company-related products such as the Beijing 13th Plastic Factory.

III. Effectively strengthen supervision and management of special labor protection products

(1) Strengthen supervision and management and prevent accidental hidden dangers. The provincial safety supervision bureaus and coal mine safety supervision bureaus must supervise the production enterprises of special labor protection products to firmly establish their awareness of product quality and safety responsibilities, strictly implement various regulations for the management of safety signs for special labor protection products, and strengthen the internal management of enterprises. The quality of raw materials, strict control of product process, strict product inspection. The production and business units should use the status of labor protection articles with safety signs as an important part of daily supervision and inspection, effectively protect the personal safety of workers, effectively eliminate potential accidents, and give full play to the technical support and safeguard role of the safety sign management system for safe production.

(b) Strict security system, the implementation of dynamic management. The special labor protection articles safety sign management center shall strictly examine and approve the safety signs, implement dynamic supervision on the production enterprises of safety sign products, and increase the scope of sampling of safety sign products. If problems are found, it is necessary to strictly supervise and urge the company to carry out rectification. If the rectification fails to meet the prescribed conditions, it is necessary to resolutely revoke the safety signs of its related products in accordance with laws and regulations.
